When NAPS initiated a certification maintenance requirement into the program rules governing the
Certified Personnel Consultant (CPC) and Certified Temporary Staffing-Specialist (CTS) credentials
in 1995, it did so because the organization has long valued the importance of education and believed
staffing professionals should stay current regarding their work and the knowledge, skills and
competencies required to perform in the marketplace.
From the outset, NAPS has placed the responsibility for certification maintenance squarely on
the shoulders of the individual CPC and CTS. The association has worked to promote multiple paths
to the achievement of educational experiences and create a reporting process that is fair, efficient
and flexible. As NAPS President Conrad Taylor has stated on many occasions: “NAPS is about keeping
CPCs and CTSs certified, not about rescinding certification.”
With that bit of history and philosophy as background, certificants need to examine both the
certification maintenance requirements and the process each must follow in order to keep their
certificate active. Consider the following:
1. NAPS currently requires that individuals earning their CPC and CTS since 1995 participate in 50
contact hours of continuing in each three year period. This translates to 5.0 continuing education
units (CEUs).
2. Certificants can engage in any number of learning programs and select training experiences that
match up with their personal, professional needs and interests. Such education programs might include
national and state conferences, in-house training, workshops/seminars by industry trainers,
individual study using video tapes/DVDs, audiotapes, webinars, formal college courses and
personalized reading to name the most popular.
3. Those who have achieved certification are required to manage their educational experiences
personally and NAPS recommends using a continuing education log (posted
at http://www.recruitinglife.com//download/ceulog.pdf) to track progress. At the end of each three
year period following certification, certificants must send their completed log along with a $50
recertification fee to NAPS, Attention: Carolyn Boyer, 131 Prominence Court, # 130, Dawsonville,
GA 30534.
4. Following review and approval, NAPS will inform the certificant that his or her credential has
been extended for another three year period. At this point, the continuing education clock begins
ticking anew.
Those are the “nuts and bolts” of the certificate maintenance or recertification. Any questions
about the requirements or the process should be directed to Frank Burtnett at
fburtnett@recruitinglife.org. If requested, Frank will review training experiences to make certain
they are appropriate or to assist in how the contact hours and/or CEUs are counted. Further, he will
help certificants address issues that may have interrupted their continuing education and aid them
in getting back into full certification status. No question or concern should be considered too
complex or too trivial to explore resolution.

Fast Fact ~ Remedial Classes Needed by Three in Ten College Students
An estimated one-third of college students in this country have to take remedial classes before they're ready for
college-level studies. The group "Strong American Schools," in its report "Diploma to Nowhere," says that colleges
and taxpayers are spending up to 2.9 billion dollars each year on classes that students should have had in high school.
Former Colorado Governor Roy Romer, the chairman of the group, says the students have been misled into thinking they're
prepared -- only to "find what they learned wasn't adequate." Just over 40 percent of community college students and
nearly 30 percent of four-year college students across the nation need some form or remedial course work when they
arrive on campus.

Certification Immersion Class Schedule ~ 2009
The NAPS Certification Immersion Class (CIC) activity has offered review training in the laws affecting
the staffing industry for nearly 800 professionals since the program was initiated just over three
years ago. Taught by Bob Style and Frank Burtnett, the CIC is responding to the needs of prospective
CPCs and CTSs who wish to have a review of the employment laws in preparation for the certification
exams that are administered at the end of each class. To date, 760 individuals (96.7% exam pass rate)
have earned their CPC or CTS via the CIC route.
The CIC schedule for 2009 is still evolving and presents an excellent opportunity exists to bring
this exclusive training program close to aspiring CPCs and CTSs. Many CICs are sponsored by state
staffing associations and held in conjunction with state conferences. Any affiliated group wishing

Achieve, Inc. has just released, Closing the Expectations Gap, 2008, a state by state report card
on how high schools are doing in preparing graduates for the demands of college and careers.
Nineteen states now report that their academic standards are aligned with the expectations of
employers and higher education institutions, and another 26 report active engagement in the
alignment process.

Relevant Research ~ Combating Depression Results in Worker and Workplace Gains
According to a National Institute of Mental Health sponsored study, systematically identifying and treating
employees’ depression symptoms is likely to result in higher job retention, fewer sickness-related absences
and increased worker productivity. Earlier research had shown that employees who are depressed are less
productive and experience a higher rate of absenteeism. Keep in mind, however, that this research was
conducted prior to the U.S. economy reaching its current place. What may have been viewed as an issue,
may now be considered a full-blown problem.
This and other NIMH studies have shown that organized screening and enhanced depression treatment can
significantly improve health. A number of mental health experts believe such concerns should be the focus
of employee assistance programs and services. However, few employers have implemented such programs, in
part because their return on investment has been unclear.
