The NAPS Robert P. Style Firm Accreditation Program ~
Extending the Association Commitment to Business Excellence
The National Association of Personnel Services (NAPS) is pleased to announce the creation of the Robert
P. Style Firm Accreditation Program. The association with the longest history and most comprehensive
individual certification program in the staffing industry approved the move toward firm accreditation
at the 2007 annual conference in San Antonio, Texas and recently announced the opportunity for firms
to apply for accreditation. The NAPS Robert P. Style Firm Accreditation Program will permit permanent
placement and temporary staffing firms who have made a commitment to certification and education of
staff, professional and ethical standards adherence, free enterprise and community service to apply
for and receive firm recognition.
The program honors the career contributions of Robert P. Style, Esq., NAPS Legal Counsel and author
of the NAPS certification manuals dealing with legal issues in the staffing industry. Firm
accreditation is yet another facet of the association's rich credentialing history which began in
the 1960s with the creation of the Certified Personnel Consultant (CPC) program and continued in the
1980s with the Certified Temporary Staffing-Specialist (CTS) credential. Over that period, more than
20,000 staffing professionals have earned one or both of these valued certifications.
This new business credential will serve as signal to both clients and candidates using these firms
that the firm honors the highest professional and business standards set by the industry.
The following criteria will be used in evaluating the firm applications for the NAPS Robert P. Style
Firm Accreditation Program:
- Commitment to Certification - Half of qualifying professional employees must hold Certified
Personnel Consultant (CPC) and/or Certified Temporary Staffing-Specialist (CTS) certification.
- Commitment to Education - Firms must encourage continuing education for qualifying employees
by supporting and reporting evidence of their participation in training, conferences and related
learning experiences.
- Commitment to the Profession - Firms must hold active membership in NAPS and in relevant
regional, state and local staffing associations and adhere to the professional and ethical standards
advanced by those organizations.
- Commitment to the Free Enterprise System - Firms must hold membership in organizations (e.g.,
Chamber of Commerce, National Federation of Independent, etc.) that support and advance the free
enterprise system in the United States.
- Commitment to Community Service - Firms must provide evidence that fifty percent of qualifying
employees have performed volunteer and related community service.

Certification Immersion Class Schedule ~ 2008
The NAPS Certification Immersion Class schedule has 11 programs on the calendar and can still arrange
additional classes if state associations, organizations or firms are interested in sponsoring a local,

Milwaukee Certification Immersion Class Generates 19 New CPCs
The ranks of Certified Personnel Consultants grew by 19 due to the 100 percent exam pass rate of
the participants in the NAPS Certification Immersion Classes (CIC) held in Milwaukee, Wisconsin on

certification exam.

Inside the Numbers ~ What Current College Freshmen Intend to Study
The American College Freshman Study is a highly recognized, national, longitudinal study conducted by the
UCLA Higher Education Research Institute that gathers information annually about the views and behaviors
of the current college freshman class. In response to a question regarding what they would select as
their major field of study, the men and women who are freshmen at this very moment offered the
following responses:
- Business 17.7%
- Professional 14.5%
- Arts & humanities 12.8%
- Social sciences 11.1%
- Education 9.2%
- Biological sciences 8.6%
- Engineering 7.5%
- Physical sciences 3.2%
- Technical 1.0%
- Other fields 7.2%
- Undecided 7.0%

Advocacy Matters ~ NAPS to Recognize Certification Promotion Efforts
Professional certification in the staffing industry is a signal to both candidates and clients alike
that the staffing professional has achieved a uniform standard with respect to knowledge of relevant
federal employment laws and that he or she adheres to professional and ethical standards of conduct
advanced by the National Association of Personnel Services (NAPS). NAPS is extremely proud of the
more than 20,000 staffing professionals who have earned the Certified Personnel Consultant (CPC)
and Certified Temporary Staffing-Specialist (CTS) certificates since the program was created in
the 1960s.
Several recent instances have been brought to the attention of the NAPS leadership where CPCs and
CTSs have effectively promoted certification in their dealings with candidates and clients, an
advocacy tactic that the association strongly encourages. These promotional displays go beyond
the mere placement of the CPC or CTS designation after the name of the certificant to an explanation
of certification and the importance of credentialing in print materials, Web sites and other
vehicles used by the staffing firm to communicate with candidates and clients in the business world.
Certification Advocacy: What are you doing?
Recognizing that these limited examples may only be the "tip of the iceberg" with respect to
certification advocacy and promotion, NAPS wants to learn more about what certificants are doing
to advance their CPC and CTS credentials and has initiated the NAPS Certification Advocacy
Competition to recognize outstanding displays of professional advocacy.
Following are the NAPS Certification Advocacy Competition guidelines:
1. Either self-nomination or colleague nomination is acceptable.
2. CPC and CTS holders or nominators can submit examples of specific certification advocacy or
promotion tactics in one or both of the following categories:
- Print - Brochures, booklets, fact sheets and other publications
- Electronic - Electronic messages, including web sites, frequently asked questions
(FAQs) and other electronic communiqués
3. Print items (three copies each) should be mailed to: Frank Burtnett, NAPS Certification and
Education Consultant, Education Now, PO Box 2832, Springfield, VA 22152. Electronic nominations
(including name, email address and web addresses/URLs containing advocacy message) should be
emailed to fburtnett@recruitinglife.com.
4. The deadline for submission of both print and electronic nominations is April 15, 2008.
Nominations will be reviewed by a panel of staffing industry peers and judged according to
creativity, originality and outreach potential. The winners will be announced in a late spring
edition of The NAPS Credential. Six winners (three best examples of certification advocacy and
promotion using both print and electronic media) will be honored.
5. The winners will be formally recognized at the NAPS annual conference in Orlando this coming October.

Relevant Research ~ Service Demands of Seniors and Boomers Grow
According to a recently released Brookings Institutions report, older Americans are placing greater
demands on the service systems of the nation, including the staffing services provided by CPCs and
CTSs. The impact is even more significant because of greater life expectancy of the late "boomer"
population. The report finds seniors to be better educated, earning higher incomes and working
longer, but having fewer life options than their parents. To review the report, go to:

The NAPS Credential has reported over time that learning and earning power are connected and the
compensation levels of US workers vary dramatically with the levels of education that are
achieved. The US Census Bureau reported in January that the field of training one pursues can
sometimes have as dramatic an effect on earnings as the level of education. To review the

Frequently Asked Questions ~ Eligibility for Certification
Each edition of The NAPS Credential will answer one or two questions being asked by current and
prospective CPCs and CTSs as they interface with the NAPS national office.
Question: Doesn't NAPS require two years service in the staffing industry in order to apply for
certification?
Answer: The two year service requirement was removed from the eligibility requirements a number of
years ago, but still lingers in the minds of many individuals. Either CPC or CTS certification is
open to any staffing industry professional actively engaged in the permanent placement or temporary
