According to Jeffrey Joerres, Chairman and CEO of Manpower, Inc., there may be a positive side of the
global recession, one that may produce a “win win” situation for older workers and their employers. In
an op-ed piece in the European edition of the Wall Street Journal in April, Joerres stated that losing
older workers inevitably results in a loss of productivity and intellectual capital, a development that
most employers seem woefully prepared to address.
The current economic crisis has seen many older workers lingering in their work roles, postponing
retirement until a time when their personal financial circumstances improve. Their actions are
temporarily rewarding the employers who have not prepared for their departure and the economic impact
a massive exiting of boomers is likely to create. The loss of older workers is not a problem exclusive
to the business and industrial community. A recent story in USA Today called the problem a “retirement
tsunami” as half of the nation’s teachers are age 50 and older and soon eligible for retirement.
What will the global workforce have to do to retain older workers once the baby boomer generation feels
comfortable leaving the workplace? Joerres suggested a number of solutions, including:
• Accommodate the changing priorities and needs of older workers and don’t assume that all people want
to retire.
• Provide flexible situations to allow employees to work reduced schedules and participate in alternative
working structures and relationships (i.e., telecommuting).
• Utilize the knowledge, skills and competencies of experienced workers in consultant, coaching,
mentoring and advising roles.
• Facilitate the career development and continuing education needs of all workers and never assume that
senior staff members aren’t interested in additional training.
Referring to these strategies as “talent management,” Joerres suggests that what employers do and when they
do it may become a significant factors in how long their employees will stay with them.

How About a NAPS Certification Immersion Class in Your Backyard?
NAPS has been engaged in professional certification activity dating back to the 1960s, but the offering of
Certification Immersion Classes is a relatively new educational activity. What has become known to some as
just the “immersion” has struck a cord with men and women who feel they need a final review of the
employment laws and their application in the staffing industry before sitting for the certification
examination. Others found the interaction with Bob Style---author of the certification manuals---a great
opportunity to put some “issues” to rest and get some questions answered, factors that have proven to be
a confidence builders for many.
Over the four year period since the first CIC, more than 800 staffing professionals have participated
in the one-day session and more than 95% have successfully passed their respective examination and
earned their CPC or CTS certification. Many of the individual CPCs and CTSs reading this very newsletter
are veterans of the CIC program.

Sign of the Times: Economy Spells Fewer Career Opportunities for College Graduates
In spite of indications last fall that hiring for the Class of 2009 would be relatively flat, respondents to the
National Association of Colleges and Employer (NACE) Job Outlook 2009 Spring Update survey say they now expect to
hire nearly 22 percent fewer graduates from this year’s class than they hired from the Class of 2008. This ends a
string of positive college hiring reports dating back to 2004 and may mean that grad school applications will be
rising sharply.

Did You Know? ~ The Fate of High School Dropouts
A survey conducted by the Boys & Girls Clubs of America and the Taco Bell Foundation for Kids tells the tale
of what happens when students fail to earn a high school diploma. In America, a teen drops out of school every
26 seconds and 30 percent of students fail to graduate.
Nearly three out of four (74%) survey respondents said they knew a dropout and gave the following
accounting of what they are currently doing:
• Raising a child (54%)
• Unemployed (48%)
• Working in a low-paying job (39%)
• In a gang (29%)
• In a successful career (12%)

Each edition of The NAPS Credential will answer one or two questions being asked by current and prospective
CPCs, CTSs and CERSs as they interface with the NAPS national office.
Question: Can you explain the difference between an accredited firm and a certified professional?
Answer: NAPS has advanced a set of definitions over the years that view certification as a personal or
individual credential and accreditation as a business, firm or organization achievement. Currently, NAPS
manages four individual certification programs:
• Certified Personnel Consultant (CPC)
• Certified Temporary Staffing-Specialist (CTS)
• Physician Recruiter Consultant (PRC)
• Certified Employee Retention Specialist (CERS)
In 2008, the association introduced firm accreditation through the creation of the Robert P. Style NAPS
Accredited Firm (NAF) Program. Readers can learn more about firm accreditation at:
